What is REX?

REX - Registered Exporter system is the system of certification of origin of goods that is applied in European Union. It allows exporters to make self-certification of origin for their goods.

Since Jan 01, 2019 Vietnam officially joins REX system. Therefore, the current process of issuing Form A certificate of origin will be replaced by REX system.

Advantages of REX

REX has been applicable in member states of European Union for 40 years and now applies for the Generalised System of Preference - GSP beneficiary countries. The process to self-certification is fast and convennient; thus, both enterprises and governmental authorities benefit from this simple application process 

Register for REX number

Following the implementation of REX, only in instances where the value of goods amounts to less than 6000 Euros will an unregistered exporter be able to make statements of origin for the consignment. For consignment more than 6000 Euros, exporters are required to be registered REX number.

Not every exporter has REX number, enterprises need to submit application to VCCI to obtain registered REX number

In order to apply REX number, follow these steps:

1. Go to the website https://custom.ec.europa.eu/rex-pa-ui

2. Key in information

2.1 Information of exporter and REX number

2.2 Contact information : click “Add” and key in required information

2.3 Type of business: Manufacuring or trading or both

2.4 Description of goods: click “add” and key in HS code of the products

2.5 Information of authorized person

2.6 Publication of registered exporter's data: stick the optional informatin that is willing to be published

3. Key in confirmatin code and print the application form, then sign and stamp the form

4. Submit application form to VCCI

Notes

European Union starts to apply REX systems for Vietnamese exporter since Jan 01, 2019 and transition time is one year with extension is six months. Thus, Vietnamese exporters have eighteen months to register REX number

Once becoming registered exporters, exporters should make the statement on origin themselves and VCCI will deny to issue form A certificate for registered exporters.

Customs of European Union’s Statemember and The European Anti-Fraud Office are entiled  to randomly examine registered exporters through phone or a visit to manufacturing plants in Vietnam. If a fraud  is detected, REX number wil be revoked.
