The Official letter No. 1237/TCHQ-TXNK:

With regard to CIC, DO fee and container cleaning charge, according to opinions of the General Department of Vietnam Customs, these are the costs relating to the transportation of imported goods. As the result, if these costs meet the conditions to be added to customs valued as prescribed in Article 5, 6, 13 of Circular No. 39/2015/TT-BTC, enterprises must declare them for the purpose of calculation of import duty.

Therefore, in the official letter No. 1237/TCHQ-TXNK dated 03 March 2018, the General Department of Vietnam Customs requested the provincial and municipal Customs Departments base on the prescribed regulation and actual condition to:

1. Instruct enterprises to declare fully all kinds of surcharges relating to transportation of imported goods and meet the added value condition
2. Enhance supervising through good clearance process to ensure all enterprises implement declaration fully all the surcharges
3. Regard to already cleared customs declaration sheets, implement post clearance audit and recover declarations which have not declared additional fees such ac CIS, D/O, Cleaning Container fee, etc., before Official Letter 1237/TCHQ-TNTX dated 8th March 2018 is issued.
